Hello,

In the question "When ..... (you/open) the window? It's cold here." are you sure that the correct form is
"When have you opened the window?" I think if it says "when" we can use only past tense...

Yes, you're asking about a specific moment in time. When did you open the window? It's cold in here. You would not say "When have you ..."

Excuse me, I don't understand exactly what you mean by saying that we use the past tense when asking with "When" WH question.
What about this question: When does the next bus arrive?

Your question:
When does the next bus arrive?
is in the present tense.
In the past tense we'd say:
when did the bus arrive?

Hello!

- When does the next bus arrive?
- What time is the next bus?

Simple present tense with a future meaning ("next") when talking about timetables.
You ask a French question with the same tense.

- When did the previous bus arrive?
- When was the previous bus?

Simple past when talking about the previous (précédent) bus that you missed.
