Regrets Souhaits/ Wish

Good evening,

Could you help me please ?
I don't understand how to use wish.
My teacher told me that when I want to express a regret I can use WISH + PLUS PERFECT and when it is a desire WISH + PRESENT PERFECT.
Is is correct ?

Hello,
You have just met a magnificent boy and you have invited him to your party! Who knows? He might be "the one"!

I wish he would come: expresses a wish about the future. everything is still possible.

I wish he came: Your party started an hour ago, you are a little impatient and worried but he might still come, there is still hope.

I wish he had come: You are cleaning up the mess after the party, he never showed up, you are disappointed, it is a regret.

I don't think you can use I wish + present perfect.It is wrong.

If I have understood, to express a regret with WISH I must use the PLUPERFECT. Like in the last sentence.
To express a hope I must use the other tenses.
Is it a good generalisation?

"If I have understand(understood) to express a regret with WISH I must use the PLUPERFECT. Like(as you did) in the last sentence Yes!
To express a hope I must use the other temps. (tenses)

Hello lenabliss !

REGRET Until you feel confident with the structure , I suggest replacing "I wish" par "if only".
Ex --1 My mother can't come and visit us for Xmas --If only /I wish/ she could come and visit but she can't (=Je regrette qu'elle ne vienne pas pour Noël.)
Ex --2 Last week was Thanksgiving ,my mother was ill ,she was not able to come --If only/I wish /she had been able to come .
(=Je regrette qu'elle ne soit pas venue)
