For someone living in a francophone country how can he or she manages to be fluent in English because i think that its may be very difficult to a student in english for example to become fluent while living in a francophone country. What do you think about it?

Indeed, I have already mentionned my answer about this topic in another thread, & I will confirm it here: The only way to be really fluent (if that extent exists) is to live in the country or spend alot of time there
another thing could help (this is my own experience) The members of my family speak English.... so when I was a child it really helped maintain that English level I have now.... (Thanks mummy<= a little thought of my mummy in England

If you havent that luck, find some penpals/friends & do a 1hour oral session via msn or SKYPE (an excellent audio program) & you need 3 things:
1/friends
2/ a microphone + the program
3/motivation
