Hello,
To steal can mean to take something from someone...but it also has another meaning. To come or go secretly, unexpectedly or gradually. To sneak, slide, slip.
So the sentence means that the snow gradually or unexpectedly moved down my back. I imagine some snow fell into his collar and it slid down his back under his shirt. brrrr. cold.

Hello everybody!
It means that snow moved toward my back quietly. Best wishes
