In most large cities, many cars (steal) each year and not all of them (recover) by the police. Apparently, some (export) to neighbor countries and quickly (sell). People (not satisfy) with the steps taken by the govt. to control this crime.

You have to check the past participles
In most large cities, many cars are steal each year and not all of them are recovered correct by the police. Apparently, some are export to neighbor countries and quickly sell. People (does not satisfy) it is not a passive form with the steps taken by the govt. to control this crime.
