All the time and she was unable to solve the problem.
Is this sentence correct or not, and why?
Is it okay to say "and" before she was ?

It depends on what you're trying to say.
All the time she was unable to solve the problem. (This implies she was never able to solve the problem)
All that time and she was unable to solve the problem. (This implies she was given a lot of time to solve a problem and was unable to do so, with emphasis on the amount of time.)
All that time and she was unable to solve the problem. (This implies she was unable to solve the problem given a certain amount of time.)
Maybe you simply mean:
She was never able to solve the problem.
