Hello,
I don't know how tomake ask a question about the answer that is as follows:
'Mr Robinson is the 25th mayor of our city.'
25th is the thing we want to know, not Mr. Robinson.
If we were talking about for example about the number of cups of coffee a person has drunk, we could possibly ask 'How many cups of coffee have you drunk so far?', couldn't we?
Can we say "Where does Mr. Robinson stand in the order of ...?"

Your suggestion is good. You could also say: How many previous mayors have there been?

Suppose that we wanted to know what order (number) was allocated to Mr. Robinson. How would you ask then? Bearing in mind that the answer is?'Mr. Robinson is the 25th mayor of the city'.

I'd say:
What is the chronological number of Mr. Robinson as a mayor of our city?
or
What number is Mr.Robinson in the list of the mayors of our city?
There is no specific word to ask that question, that's why you have to make a real sentence.
